Can I pick any target size in KB?
Yes. Enter the size you need. For JPEG and WebP we aim close to that target; PNG is best-effort and may stay above it unless you switch to JPEG.
Are my images uploaded to a server?
No. Compression runs entirely in your browser using local memory.
